Hafe was a Human man who lived in Turkana City on Turkana IV in the 24th century. He was a leader of a rape gang that preyed on the city's women.
In the year 2352, Hafe and his gang hunted down Tasha Yar, and killed her cat after it attacked them. They captured and beat her, intending to sell her to a local drug-lord after they abused her. Fortunately, they were interrupted by an away team from the USS Cochrane, led by Darryl Adin. They defeated and drove off the rapists and rescued Tasha. (TNG novel: Survivors)
