Sela, framing the genetically-altered Worf, Ro Laren and B'Elanna Torres as members of the Hand of Ganmadan.

The Hand of Ganmadan were a fictional terrorist organisation that Commander Sela — the acting head of the Tal Shiar — claimed was active within the Romulan Star Empire in 2378. After she and her father General Revo coerced the crew of the USS Defiant to assist them with a coup d’état to claim executive power over the state, Sela made a public statement where she framed Worf, Ro Laren and B’Elanna Torres — who had been genetically altered make them look like Romulans — as members of the alleged Hand of Ganmadan, which she claimed was behind the abduction of Chairman Koval and Praetor Neral. Watching this broadcast, Miles O’Brien was sceptical, seeing through the lies and noting that the name of the alleged group was clearly fictional.
