Handler was a 23rd century Human man, an admiral who served in Starfleet.
Biography[]
By 2270, Handler had achieved the rank of admiral and was stationed at Starfleet Headquarters in San Francisco.
In 2270, following the disappearance of James T. Kirk on Veneu II, Handler conveyed his sympathies to Spock for the loss of his CO. He denied Spock's request to conduct a systematic search of the Wumpar sector to determine where a long distance transporter took Kirk, because Starfleet could not afford to keep the starship USS Enterprise out of service for the months required to undertake such a search.
He declared Kirk lost and presumed dead, and ordered the Enterprise to report to Starbase 86 for resupply. (TOS comic: "The Alone, Part Two")
