Harlow was a Human man, a lieutenant who served as a security officer aboard the USS Enterprise in the 2260s.
In 2268, Harlow was part of the USS Enterprise's search for Harry Mudd within the labyrinth tunnels of Exo III. He joined three other security guards along with James T. Kirk, Spock, Leonard McCoy and Montgomery Scott.
When he and Davis came upon a group of Ruk androids about to attack the landing party, the two officers used their phasers to disintegrate them. Harlow and Davis were then assigned to guard four Andrea units. (TOS - New Visions comic: "The Survival Equation")
- Harlow's lieutenant stripes were visible on page 22. He was second from the left when the four guards materialized.
