Harold Randolph Morrow was a human male serving as an officer in Starfleet in the 23rd century. As of 2285, he held the position of Commander, Starfleet with the rank of fleet admiral. (TOS movie and novelization: Star Trek III: The Search for Spock)

Morrow first met James T. Kirk in 2255. (FASA RPG: Star Trek IV Sourcebook Update.) It was Morrow who sponsored Kirk for his captaincy and pressured him into applying to the admiralty following the completion of his first five-year mission as captain of the Federation starship Enterprise. (TOS novel: The Lost Years.) Morrow was Chief of Staff of the Federation Starfleet, under Fleet Admiral Heihachiro Nogura, when the Enterprise was dispatched to intercept V'Ger in 2273. When Nogura stepped down as a result of the failed Operation: Dixie, Morrow was chosen to replace him. (FASA RPG: Star Trek IV Sourcebook Update)

Morrow oversaw the Transwarp Project for Starfleet. (DS9 short story: "Infinity")

By 2286, Morrow had retired from Starfleet, and had been replaced by Admiral Cartwright. (TOS movie and novelization: Star Trek IV: The Voyage Home) In 2291, Morrow was sent to represent a group of influential private citizens to meet with Klingon General Navok, to discuss how to avoid future war with the Klingon Empire. Interestingly, FASA's Star Trek IV Sourcebook Update gives Morrow's first name as Randolph with a middle initial of "E", while the novel Rules of Engagement gives him the middle name of Randolph.
