The Heilen family was an Orion clan on the Orion Colony of Tabulon.
In the 23rd century, the Heilen family happily sold the planet Tabulon and titles to it to Starfleet, and made a tidy profit in the process. It was only afterwards that Starfleet realized that the deal also included the work contracts of every inhabitant, making Starfleet a planet-wide slave-owner, much to their surprise.
