The USS Prometheus was developed for deep-space tactical assignments during the Dominion War. At the time of production, the Prometheus was Starfleet's fastest ship, and included the revolutionary multi-vector assault mode starship separation system, allowing it to split itself into three independent sections. By the year 2409, the success of the Prometheus-class had given rise to several subclasses. The latest addition was the Hephaestus-class advanced escort. (STO - Klingon War mission: "Welcome to Earth Spacedock")
Construction was undertaken by the Advanced Starship Design Bureau at the Utopia Planitia Fleet Yards in 2410, during the latter days of the Iconian War. Lieutenant Whetu and Ensign Elyos struggled initially to solve a manifold design issue that delayed the launch of of the USS Hestia. The Hestia was a more streamlined version of the Prometheus-class family, and conceived to combat the Heralds of the Iconian Empire. (STO - The Iconian War short story: "Utopia Planitia Report 1")
The Hestia entered service in 2410, just before the end of the war with the Iconians. In addition to the MVAM, it was fitted with high-energy plasma expulsers and an experimental hyperexcited ion stream projector Mk. X. (STO website: Hestia Advanced Escort Stats)
In 2411, soon after the shattering of the Klingon Empire, the Gagarin-class USS Phaeton was one of several ships listed on a docking chart at Earth Spacedock. (STO - House Shattered mission: "Welcome to Earth Spacedock")

In the 25th century, the design of the Hestia-class advanced escort allowed its commanding officer to choose from different designs of hull materials, which could be modified further at shipyards. (STO - The Klingon War mission: "Welcome to Earth Spacedock")
Furthermore, the installation of deflector shields from specific factions modified the hull appearance, including shields from the Reman Resistance, the Breen Confederacy and the Dominion. (STO missions: "Coliseum", "Cold Storage", "Boldly They Rode")
