Admiral Hidalgo was an elderly Starfleet officer who served in the 24th century. She was viewed as a motherly figure by many Starfleet officer, with both great empathy and strength.

In 2364, she called Captain Jean-Luc Picard to congratulate him on assuming command of the USS Enterprise-D, and assured him that he had earned the right to command the Enterprise and to not doubt his abilities. (TNG novelization: Encounter at Farpoint).
