High Commissioner was a position within the bureaucratic structure of the United Federation of Planets. High Commissioners had expansive powers under the Galactic Emergency Procedures, including the exercise of authority over Starfleet officers. In addition to performing relief missions, commissioners also performed diplomatic duties.

In the year 2267, stardate 2823.8, Galactic High Commissioner Mitchell Ferris ordered Captain James T. Kirk to abandon the search for the shuttlecraft Galileo and proceed immediately to planet Makus III, acting under Title 15 of the Galactic Emergency Procedures. (TOS episode: "The Galileo Seven")

Assistant Federation Commissioners were also granted a broad range of powers. Shortly before stardate 3219.8, Assistant Federation Commissioner Nancy Hedford was dispatched to planet Epsilon Canaris III to prevent the outbreak of a war. She continually issued orders to Captain Kirk, but he was unable to comply as their shuttle had been commandeered and rendered powerless by the Companion. (TOS episode: "Metamorphosis")

A Federation High Commissioner was scheduled to attend the wedding of the Dohlman of Elas and the Troyian ruler in 2268. (TOS episode: "Elaan of Troyius")

In late 2370, Federation High Commissioner Fortnoy was assigned responsibility for handling refugees across the Federation. In particular, she was assigned to oversee the evacuation of colonists from the Aratril and their potentialy resettlement on Kota. (TNG novel: Shadows Have Offended)
