Hiram Roth

Former Federation President: Hiram Roth (2280-2288)

Hiram Roth was a Human politician of the mid-23rd century, who later was elected to the role of Federation President.

He was the Federation President during the "Genesis Incident" in 2285, when Dr. Carol Marcus's probe created the Genesis Planet. (movie: Star Trek II: The Wrath of Khan) Several months later, Roth presided over the session of the Judiciary Council that determined the fates of Admiral James T. Kirk and his command crew following their hijacking and destruction of the USS Enterprise. During the session, an alien Probe seeking to make contact with humpback whales entered the Sol system, causing extensive damage to the planetary ecosystem before Kirk and company were able to retrive a pair of such whales from the 20th Century, saving Earth. Roth and the Judiciary Council demoted Kirk to the rank of captain and assigned Kirk and his crew to the newly-christened USS Enterprise NCC-1701-A in recognition of their saving Earth.

During the Probe crisis, Roth was forced to give one of Earth's first planetary distress calls:

"This is the President of the United Federation Of Planets. Do not approach Earth. The transmissions of an orbiting probe are causing critical damage to this planet. It has almost totally ionized our atmosphere. All power sources have failed. All Earth-orbiting starships are powerless. The probe is vaporizing our oceans. We cannot survive unless a way can be found to respond to the probe. Further communications may not be possible. Save your energy. Save yourselves. Avoid the planet Earth at all costs. Farewell..."

Hiram Roth remaind in office for the subsequent rebuilding of the damage. (movie: Star Trek IV: The Voyage Home)

In 2288, he was elected for another term, only to die on the day the results were in. He'd won by a land slide. A special election was then held, elvating Ra-ghoratreii of Efros to the presidency shortly in 2289.

In the 24th Century, the state dining room in the Palais de la Concorde was named the Roth Dining Room in his honor. (novel: Star Trek: Articles of the Federation)

He went unnamed in the actual movie, and was played by actor Robert Ellenstein.
