Hogue Nekelen was a male Cardassian and an agent of the Cardassian Intelligence Bureau.
In 2383, Nekelen was assigned to work with Ezri Dax and Peter Alden to ensure the return of Neta Efheny from Tzenkethi space. Nekelen also offered advice on the Venetans to Dax and the USS Aventine crew. (ST - Typhon Pact novel: Brinkmanship)
Nekelen is not to be confused with another Cardassian Hogue, a student and dissident taught by Natima Lang in the early 2370s. (DS9 episode: "Profit and Loss")
