Holly Hostetler Richman was a female Human in Starfleet in the 24th century. She spent much of her career in Starfleet Intelligence, and was mentored early on by senior SI officer William Ross.

As of 2380, she held the rank of Captain, and served as the liaison between Starfleet Intelligence and the Office of the President of the United Federation of Planets. Much of her attention during that year was focused on issues concerning the Remans within the former Romulan Star Empire. (ST novel: Articles of the Federation)

In early 2381, Richman was involved in a Federation think tank at the Palais de la Concorde regarding the invasion by the Borg which also included other Starfleet and Federation officials. While discussion options to fight the Borg Collective, Richman noted that regenerative phasers had already failed at the Battle of Acamar. (Star Trek: Destiny novel: Mere Mortals)
