Ilokar was an elininae Tezwan individual who was a member of the Lacaam political party through at least the year 2379. When Deputy Prime Minister Bilok and other leaders of the Gatni party were considering what to do about Prime Minister Kinchawn, assassination was not considered a viable option as they felt that another member of the Lacaam party, probably Ilokar, would take over and lead them to war just as quickly.
