Indalo Station was a civilian-run shipping port in the 23rd century. Indalo Station was in close proximity to Mestiko, and served as a supply port for many of that planet's imported goods. Admiral James T. Kirk noted a number of shipping irregularities going through Indalo Station during his tenure as Chief of Starfleet Operations, and conducted an undercover "fact finding mission" to the station in 2271. (TOS eBook: Shadows of the Indignant)

The next installment of the Mere Anarchy series, The Darkness Drops Again, identifies Starbase 49 as the primary base for operations to Mestiko. It may be conjectured that Kirk's investigation of Indalo Station resulted in business being taken away from that facility and shifted to the Starfleet base.
