The Institute for Starfleet Strategic Initiatives was an institution that existed within the Federation Starfleet.
In 2374, it was held by the Institute that the ability to create stable wormholes between any two points in space would be a development that will make te Cochrane Warp drive obselete. This prompted Starfleet in the study of Badlands-type phenomena in order to determine if they were capable of aiding in the creation of a stable wormhole. (TOS novel: Spectre)
