The Interspecies Medical Exchange was a creation of the Vulcan government which was created for different species to learn about one another and each other's worlds. The Denobulans were part of this 'exchange' and one of their species included was Doctor Phlox. Dr. Jeremy Lucas became involved in the Medical Exchange after he went to study at Denobula.
