The Interstellar Alliance of Planets was an interstellar state that existed within the alternate timeline of Second History. It replaced the Federation and instead of being created by Humans, the Alliance was formed by the Vulcans, who led it through the Vulcan High Council.

The Alliance also consisted of Humans but was primarily led by the Vulcan government and engaged in numerous wars with the Romulan Star Empire. They also possessed Starfleet and a Draft Academy.
Though the Alliance was half the size of the Federation in terms of fleets, it was more advanced and the Vulcans were much more aggressive compared to the Federation, making them quite capable of beating the Romulan military forces that came to conquer them. (TOS novel: Killing Time)
