Iskel was a Tholian starship commander in the 23rd century. Iskel's ship operated close to the Veletus system, the location of the Ifukube Veil and of the Federation space station Deep Space Station M-33. Circa 2266, Iskel entered an agreement with station commander Commodore Julius Merrill that any Tholian "Outsiders" captured in an effort to merge with the Ifukube Veil would be handed over to him in an expeditious manner.

In 2267, Iskel attempted to retrieve a Tholian Mage named Naskeel held on Deep Space Station M-33. Naskeel asked Starfleet for political asylum, prompting Captain James T. Kirk to negotiate with Iskel to open a dialogue with Naskeel with the aim of creating a new role in Tholian society for the Outsiders. (TOS short story: "Fracture")
