Issa was a Ferengi man and a waiter at Quark's on Deep Space 9.
In 2385, Issa was was hired by Quark and among his first duties was to serve at the dedication of the bar. When two Dopterians disabled the power, Issa was sprayed by food and drink from the replicator, quitting his job soon after. (DS9 eBook: Rules of Accusation)
