Jil Orra was a Cardassian female who lived in the late 24th century.

She was born on Cardassia Prime in 2358 and was the daughter of the infamous Gul Madred. As Orra grew up, she observed her father work on prisoners on many occasions, including the torture of Captain Jean-Luc Picard in 2369. (TNG novel: Ship of the Line, TNG episode: "Chain of Command")

Picard recalled her in 2375 after Madred was captured. (The Sky's the Limit short story: "Four Lights")
