Jino Bustopha, a female Efrosian, served as a speech writer for special emissary Arafel Pagro for several years. In the year 2379, she wrote the speech that Fel delivered at the Golden Gate Bridge as an introduction to his campaign for Federation President. After Fel delivered the speech, he commented that Jino would probably be upset that he cut the section about holographic rights issues. (TNG - A Time to... novel: A Time for War, A Time for Peace)
