Joel Pakaski was a 23rd century human male. A colonist living on Tarsus IV in the 2240s, he was a close follower of Adrian Kodos.

Pakaski helped Kodos escape from the Starfleet and colonial government forces seeking to bring him to justice for the murder of 4,000 colonists. He led a team of Kodos's followers that broke into the colony's central power distribution facility, and then attempted to steal a transport from the New Anchorage Spaceport.

Lieutenant Commander Philippa Georgiou was able to thwart Pakaski's efforts to steal the transport, and he was taken in to custody. Pakaski was sent to a neutral site for trial. He was found guilty of the charges levied against him, and was sentenced to life imprisonment for his crimes. (DSC novel: Drastic Measures)
