Joel Randolph was a Human man, a career officer in Starfleet in the late 23rd century. In the mid-2280s, Randolph had achieved the rank of captain, and was the commanding officer of the Federation Constitution-class starship USS Yorktown. (TOS movie: The Voyage Home)


In the 2260s, Joel was a classmate of Pavel Chekov at Starfleet Academy, and they became close friends.

By the late 2270s, Joel was married and had taken his spouse's name Randolph. Chekov was a little envious of his friend having achieved marriage and the position of first officer before Pavel did.

By 2279, Commander Randolph served under Captain Jangura aboard the Soyuz-class starship USS Amazon (NCC-1975). In that year 2279, the Amazon operated in the Sol star system. In October, the Amazon was requisitioned by Fleet Admiral Lance Cartwright of Starfleet Security for his vacuum flare task force. Jangura accepted Commander Chekov's temporary transfer from the USS Reliant to the Amazon to help deal with the vacuum flare crisis threatening the populated portions of the system. Randolph and Chekov easily fell into their old rhythm and worked well together during the crisis. (TOS novel: Living Memory)

In 2286, USS Yorktown (NCC-1717) was present at Earth during the crisis created by the call of the Whalesong probe. Captain Randolph sent a message to Starfleet Command stating that the probe's communications emissions had completely nullified all energy sources aboard Yorktown. Randolph's chief engineer put forth a plan to rig stasis capsules to allow the crew to survive as the life support failed. Randolph's last message before Command lost the signal was that he had high hopes for the plan's success. (TOS movie: The Voyage Home)
