John B. Watkins was a 23rd century Human man. He served aboard the Federation starship USS Enterprise in the 2260s in engineering under Commander Montgomery Scott, achieving the level of Engineer Grade Four.

In 2266, Watkins manned the engineering station on the bridge during a confrontation with a Shechenag ship. When the Enterprise's oblique approach to Tlaoli IV grazed the upper atmosphere, he alerted Nyota Uhura, who was in command. (TOS - The Janus Gate novel: Past Prologue)
In 2268, Scott asked Watkins to personally check that the overload bypass control for the matter/antimatter reaction chamber was not overheating. While checking it, a Kalandan hologram of Losira asked him some questions and then murdered him. An autopsy showed that his death was caused by cellular disruption, just like transporter chief Wyatt and geologist Robert D'Amato. (TOS episode & Star Trek 9 novelization: That Which Survives)
