Jorel Quinn was a male Trill active as a Starfleet admiral in the late 24th century and early 25th century. (STO website: The Path to 2409; ST video games: Star Trek Online, Legacy of Romulus)
Biography[]
In 2394 he appeared on Illuminating the City of Light in order to discuss Melani D'ian and how dangerous she was as head of the Orion Syndicate. He also made appearances on the show in 2400 and 2403, discussing the Klingon-Gorn War.
In 2408 Quinn chaired a committee that established a fast-track promotion program to get promising officers into CO positions more quickly, and revised Starfleet's command structure to put such captains onto away teams. (STO website: The Path to 2409)

By 2409, he was stationed on Earth Spacedock and commanded Starfleet operations throughout the Beta Quadrant. (STO episode: "Klingon War")
- Quinn acts as the mission giver for almost the entirety of the "Klingon War" episode.
According to documents discovered in a Tal Shiar base on Khoal, Quinn was undergoing treatment for a heart ailment in 2409. He was responding well, and the Tal Shiar believed the condition would thus not be usable as a cover for an assassination. (STO - Cloaked Intentions mission: "Mine Enemy")
In 2410 he was aboard Spacedock when it came under attack by the Undine. An Undine briefly impersonated him to Rear Admiral Tuvok and an allied CO, but revealed itself prematurely and was killed. When they managed to contact the real Quinn over the station intercom, Tuvok and the allied officer asked for information only he would know to verify his identity. They met up and killed another Undine that had impersonated Commander E'genn.
After Starfleet, the Klingon Defense Force, and the Romulan Republican Force fended off the subsequent Undine attack on Qo'noS, he shook hands with Klingon Chancellor J'mpok to mark the official end of the Federation-Klingon War of 2405-2410. (STO - Solanae Dyson Sphere mission: "Surface Tension")
During the Iconian War Quinn was present at at least two high-level mission briefings. (STO - The Iconian War missions: "Blood of Ancients", "Broken Circle")
