Jorel Quinn was a male Trill active as a Starfleet admiral in the late 24th century and early 25th century. (STO website : The Path to 2409; ST video games: Star Trek Online, Legacy of Romulus)
Biography
In 2394 he appeared on Illuminating the City of Light in order to discuss Melani D'ian and how dangerous she was as head of the Orion Syndicate. He also made appearances on the show in 2400 and 2403, discussing the Klingon-Gorn War.
In 2408 Quinn chaired a committee that established a fast-track promotion program to get promising officers into CO positions more quickly, and revised Starfleet's command structure to put such captains onto away teams. (STO website : The Path to 2409)

By 2409, he was stationed on Earth Spacedock and commanded Starfleet operations throughout the Beta Quadrant. (STO episode: "Klingon War")
