Ambassador Jovis was a male Romulan who was appointed Ambassador on behalf of the Imperial Romulan State in 2381.
Prior to his ambassadorship, Jovis was a warbird commander loyal to Donatra.
During the Borg Invasion of 2381, Jovis traveled to Earth at the behest of Federation President Nanietta Bacco for a summit with other local star powers. Although Bacco sought to maintain positive relations with the Romulan Star Empire, she was forced to acknowledge the Imperial State as a galactic power after the Klingon Empire had done so. Jovis agreed that bickering at the table did not suit civilized beings, and claimed he was willing to set aside old enmities and seek new alliances. Jovis pledged the support of the Imperial Romulan State to the combined allied fleet. (ST - Destiny novel: Mere Mortals)
