Jozarnay Woil was an Antosian man. A Starfleet officer, Woil was the department head on a Starfleet vessel.

In 2373, at the start of the Dominion War, Lieutenant Woil became a prisoner of war when he was captured by the Jem'Hadar. Due to Woil's expertise, the Dominion put him on the work detail building an artificial wormhole. (TNG - The Dominion War novel: Behind Enemy Lines)
