Julia Sicania was a Magna Roman Starfleet officer.
In 2364, Sicania was serving as the counselor aboard the USS Centurion. Deanna Troi requested a meeting with her, but Sicania was initially resistant. Later, presumably after a talk with Captain Lucius Sejanus, Sicania was far more friendly and agreed to a meeting. (TNG novel: The Captains' Honor)
