K'mtok was Klingon Ambassador to the United Federation of Planets from 2379 onward.

K'mtok succeeded Lantar in the post, after Federation President Min Zife bypassed the ambassador to negotiate directly with Chancellor Martok during the Tezwa crisis. Given this perceived as weak, Klingon Councillor Kopek argued for Lantar's recall, and K'mtok's selection as his replacement.

K'mtok favored a more hard-line approach to Klingon-Federation relations. He initially believed that Zife's successor, President Nanietta Bacco, would be easily intimidated into acquiesing to the his agenda, but soon learned to respect Bacco as a formidable opponent.
