Klingon Empire

Kaarg (?-2323) was a large, sluggish Klingon male who served in the Klingon Defense Force before gaining a seat on the Klingon High Council and eventually becoming Chancellor in 2311.

As a General, Kaarg was often thought of as a back-room planner lacking the ability to actually lead. He relied on strategy to a much greater extent than force, such as his infamous stalling of a Tholian incursion fleet in 2309.
