Opaka

Opaka Sulan served as the Kai until 2369.

The Kai is the religious leader of Bajor, who is elected by the Vedek Assembly to serve for their lives. A Kai has huge religious power over the Bajorans, succeeded only by the Emissary of the Prophets. A Kai also has huge political influence on the Bajoran Provisional Government, and in extreme circumstances the Kai can serve as First Minister of Bajor. (DS9 episodes: "Emissary", "The Collaborator", and "Shakaar").
