Kaldra IV was located in the boundaries of 24th century Federation territory, and was a Federation member world by the 2370s decade. (ST reference: Star Charts)
In the year 2368, the Starfleet starship USS Enterprise-D was transporting Ullian telepathic historians to Kaldra IV. The historians' objective of adding the memories of Kaldra IV's inhabitants to their collection was aborted when the Enterprise diverted course to the Ullian homeworld after one of the group was found to have perpetrated telepathic memory invasions. The location of Kaldra IV was labeled on star charts in astrometrics and on the main bridge on USS Voyager. The viewing angle showed surrounding locations such as Daran V, Dimorus, Nimbus III and Peliar Zel. (ST video game: Captain's Chair; VOY episode: "Child's Play" display graphics)
