Kargan, son of Talak was a Klingon male who served in the Klingon Defense Force. He served as commanding officer of the IKS Pagh from the 2350s until his death in 2375.
As a the son of General Talak and nephew of Councillor K'Tal of the powerful House of K'Tal, Kargan had more family and political connections than actual command ability. Because of the skills of those who served under him, particularly Klag, he rose to much acclaim. It was only Kargan's family and political connections that kept Klag or any other members of his crew from moving against him. (TNG novel: Diplomatic Implausibility)
In 2365, Kargan agreed to allow Commander William T. Riker to come on board the Pagh as part of the Officer Exchange Program. During this time, the Pagh's hull came under attack by microorganisms that ingested the materials found in starship hulls. Convinced that the USS Enterprise-D had deployed the organisms as a weapon against Kargan and his ship, Kargan made plans to attack the Enterprise, and refused to listen to Riker's protests that the Federation would have no reason to attack his ship. Commander Riker was able to defuse the situation by having Kargan beamed to the Enterprise, and temporarily taking command of the Pagh.
After returning to the Pagh, Riker returned command to Kargan, who struck Riker before telling Klag to get the man off his ship. The infestation was removed from the Pagh's hull by the Enterprise, and the two ships went their separate ways. (TNG episode: "A Matter of Honor")
