Karin Noosar was a female Starfleet officer in the 24th century.

Noosar spent her childhood living on a number of Federation worlds, including Cestus III. At age thirteen, she attended a town hall meeting held by the Governor of Cestus III, Nanietta Bacco. She came away with a tremendous admiration for Bacco, and entertained the idea of entering politics before deciding to join Starfleet. When Bacco ran for President of the United Federation of Planets in 2379, Noosar campaigned for her.

Noosar graduated from Starfleet Academy in 2380. President Bacco was the commencement speaker that year, and Noosar again found herself considering politics as a long-term career after hearing Bacco's speech. (ST novel: Articles of the Federation)
