Katowa was a Native American chief and a leader of Popé Pueblo who served as Martian Representative. He was also the father of Qaletaqu.
In 2155, Katowa advocated moving the entire Martian Hopi-Pueblo nation off of Mars onto another planet because of the Romulan threat. His motion to move the tribe was voted down by a very narrow margin. (ENT novel: Beneath the Raptor's Wing)
