Keeve Falor was a Bajoran man and a member of the Chamber of Ministers before the Occupation of Bajor. He fled into exile after the Cardassian takeover.

Biography[]

In 2323, Keeve was the leading member of the opposition to continued interaction with the Cardassians in the Chamber of Ministers. While making his opposition clear Keeve often ended up in verbal sparring matches with Kubus Oak, who always advocated for the Cardassians. Eventually, Keeve became so frustrated with the Chamber constantly eroding Bajor's independence to the Cardassians that he decried the Chamber for wanting to give the Cardassians a military base on Derna and then left Bajor for Valo II, leaving his clan's holdings in the control of Jekko Tybe.

In 2328, Keeve welcomed Darrah Mace when he arrived on Valo II. (TLE - Terok Nor novel: Day of the Vipers)

In 2368, the USS Enterprise-D was dispatched to investigate possible terrorist cells in the Valo system. Beverly Crusher suggested talking to Jas Holza, but Ro Laren informed them that Jas was a figurehead and that Keeve held the real power among exiled Bajorans. When the Enterprise arrived, Keeve was reluctant to provide assistance, but then Captain Picard provided humanitarian relief to the refugees whether he received help or not, so Keeve gave him coordinates for a meeting with Orta. In 2370, Proka Migdal hoped to discuss the situation over Rugal Pa'Dar's return to Cardassia with Keeve, through Darrah. (DS9 novel: The Never-Ending Sacrifice)
