Kel was a male Ingavi who lived in the 24th century. Kel's family escaped from Ingav when the Cardassians occupied the planet and settled on Sindorin. Kel was married to Matasa and was the nephew of Tan Mulla.
In 2376, Kel led his people's resistance against Ethan Locken's Jem'Hadar, assisting Julian Bashir, Ezri Dax, Ro Laren and Taran'atar. Kel and his people were later taken off Sindorin by Elias Vaughn and were to be resettled on Ingav, which had become an Federation Allied protectorate since the Dominion War ended.
