The Kestrel class was a 25th century Romulan Republic runabout type, a tier 1-rated small-craft starship in Romulan Republic Navy service in the 2400s and 2410s decade. (STO - From the Ashes mission: "Explore the Flotilla")

The Kestrel class was comparable to the Starfleet Danube-class runabout. (STO - From the Ashes mission: "Explore the Flotilla")

The Imperial Klingon Defense Force counterpart was the Toron-class shuttlecraft. (STO - Empire mission: "The Hunt is On")

This runabout class was a modern version of the 24th century Imperial Romulan shuttle in use in the 2370s decade. (DS9 episode: "In the Pale Moonlight")

Another classification of this type was as the shuttle variant Theta-class swift courier. (Last Unicorn RPG - The Way of D'era: The Romulan Star Empire module: The Romulans)

The hull shape was also shared with a large starship type, the 2370s-era Kestrel-class assault ship. (ST video game: Armada II)

Visually, the Kestrel resembled the smaller, more compact Tiercel-class shuttlecraft, with the wing-like nacelle pylons holding down-swept warp nacelles, a main section fronted by a helmet-like avionics bay. In the 25th century, the avionics interior for all Republic shuttles was standardized. The Kestrel required at least one officer to pilot and could accommodate passengers. In the year 2409, Admiral Kererek authorized Subcommander Rehu with providing the small shuttlecraft to Navy crews at New Romulus Command. Their commanding officers were primarily Romulans and Remans but also included aliens. They could modify the shuttle to suit their needs by changing its equipment and appearance, e.g. to follow Reman starship standards. Officers were offered a Tiercel by default but could acquire a Kestrel in exchange for dilithium. (STO - Vengeance mission: "Small Packages")

The Virinat colony maintained a fleet of Kestrel-class shuttles. When Virinat was invaded by the Tal Shiar and Elachi, the Romulan, Reman and alien population fled aboard these shuttles. Shuttle 5 and Shuttle 10 were blown out of the air. Only Tovan Khev was able to pilot his shuttle to D'Vex's warbird and reach safety. (STO - Tutorial mission: "Flight from Virinat")

Following the colonization of New Romulus by the Romulan Republic, the Ferengi criminal Madran kept a pair of Kestrel shuttles in Warehouse Alpha-2. (STO - New Romulus mission: "Warehouse")

As the Tal Shiar began to fall apart, Commander Ruul's base in the Vastam Peaks was centered around his runabout. (STO - New Romulus mission: "Secret Shuttle Codes")

Flag officers of the Khitomer Alliance could deploy the RRW Kestrel alongside other small craft and starships for assignments across the galaxy's quadrants as part of Operation: Delta Rising's four-quadrant strategy. (STO - New Dawn mission: "Admiralty System")

From 2410 onwards, the RRW Kestrel represented its class on the shipyards interfaces operated by New Romulus Shipyards, Klingon Defense Force Order of Builders and Starfleet Shipyards Operations at Alliance facilities across the Milky Way Galaxy.
