According to a tale told by Jadzia Dax, Kho was a 21st century Klingon, a minor functionary of the Emperor of the Klingon Empire.
In the 21st century, Kho, along with L'Ray and Xhemp, became inept treasure hunters and joined Enjana Dax to steal Molor's Bat'leth. (DS9 comic: "Nobody Knows the Tribbles I've Seen")
