Kitulba is a weapons facility of the Klingon Empire located at the base of the Federation Phalanx. The Prototype of the cloaking device known as Black Snow 7 was being constructed there. Subspace chatter picked up from Kitulba suggests that the device had been stolen in 2251, and the fact that it is within striking range of different races, including the Federation, makes the Klingons consider the Federation a suspect as well.
