Doctor Kolb was a male Styrisian scientist, specializing in astrophysics.

In 2364, Kolb was afflicted with Anchilles fever as part of the outbreak on the planet Styris IV. Captain Jean-Luc Picard negotiated with the Ligonian leader Lutan for the vaccine found only on the planet Ligon II. Some time after the Enterprise delivered the vaccine, Kolb met Picard and the two became friends. Eventually, Kolb worked at the Daystrom Institute.

Kolb lost his wife Delka and son Mortod when the Borg destroyed Deneva during the Borg Invasion of 2381. Kolb was devestated, and buried himself in his work. He kept the memory of his family locked up in his head, and with the Federation and Starfleet in disarray, no one discovered his true mental state. By chance, he came across the top secret Project Nexus, and was surprised to see Picard's name on the log records. Kolb intricately planned for years to get onto the project, assigned to the USS Newton by 2384. Once aboard, Kolb's planning continued for many months as he seeked a way into the anomaly.

As the Newton studied the Nexus, it became clear that the energy ribbon's orbit had unexpectedly changed and was heading towards space claimed by the Holy Order of the Kinshaya. To prevent this, Newton commanding officer Thom Bryant obtained permission from Starfleet Command for two Starfleet vessels to destabilize the anomaly. Despite Bryant's protests, the USS Enterprise-E was assigned to assist, but Jean-Luc Picard was not briefed until arriving. As Picard was being escorted off the Newton, Kolb caught up with the captain, and told him that the civilian scientists aboard were practically in rebellion, vehemently against Bryant's plan. Kolb presented Picard with a tricorder of data and equations to instead encompass the phenomenon in a verteron membrane, however once chief engineer Geordi La Forge looked over the incomplete data, he dismissed the plan as impossible to carry out in the short time frame remaining.

When the Newton and Enterprise attempted to implement the plan to destabilize the Nexus, a feedback pulse on the science vessel disrupted the plan, and the energy ribbon damaged the ship. During investigation, the equipment was found to be intentionally damaged, and scans picked up two sets of biological residues in the space where the sabotage occured - one Orion spy with a biological cover, and another set too degraded to be easily identified. Kolb was on the Newton bridge when the Enterprise security team beamed over to aggressively seek out the infiltrator, but while they hunted him, Kolb made his way to the shuttlebay and stole the runabout USS Cam, taking precautions to prevent being recovered. La Forge found a way to beam Picard onto the runabout, where Kolb attacked him with a medkit and kept him distracted until the two entered the Nexus.

Kolb used the Nexus to place himself on Deneva with his family on the day the Borg attacked, but without the devistating attack. With the help of the echo of Tolian Soran, Picard found his way to Kolb's illusion, and pled with him to reject the illusion of the Nexus, and leave to face the consequences of his actions, but the scientist refused. Kolb made a new plan, and gave his tricorder to Picard, which contained readings of the inside of the Nexus and allow the Starfleet crews to implement the verteron membrane. Kolb left the nexus to go to the actual day of the attack on Deneva, spending their last moments together.

Picard left the Nexus back to the moment after the Newton deflector dish malfunctioned, and found that with history altered, Kolb was noted to have lived on Styris IV, but went missing around the time of the Borg invasion. (TNG eBook: The Stuff of Dreams)
