General Kultan was the leader of the House of Kultan and an officer who served in the Klingon Defense Force in the 24th century. He was the father of Gothmara and grandfather of Morjod. He was well known and revered for being one of the Klingon Empire's best stratagists, whose plans had been used against the Federation and the Romulans.

Kultan was on a mission aboard his personal warship, along with Gothmara and Martok as part of his crew. Along the way, Kultan soon found out about Gothmara's anti-Federation views and the twisted experiments (including biological weapons) being done aboard his ship, and sent Martok to investigate further and make her cease her experiments.

Kultan never learned the true extent of Gothmara's activities, as Kultan, along with his ship, were destroyed shortly after but Gothmara and Martok were able to escape. (DS9 - The Left Hand of Destiny novels: Book One, Book Two)

Kultan was also the name of a Klingon house which was known for attempting to develop biogenic weapons against the wishes of the High Council. (ST - The Lost Era novel: The Art of the Impossible)
