Kuumaarke was a 25th century Lukari woman, an administrator in the Lukari space program in the 2410s decade. (STO - Future Proof mission: "Sunrise")
She became the commanding officer of the Lukari Concordium explorer starship LSS Reskava. (STO - New Frontiers mission: "Of Signs and Portents")

The star of the Lukari system began to die prematurely in the year 2410. Administrator Kuumaarke oversaw the solar probes sent to investigate. At that time, the Khitomer Alliance explored the Lukari system and established first contact. Kal Dano, a Federation scientist from the 27th century, restored the Lukari star with his Tox Uthat quantum phase inhibitor. (STO - New Frontiers mission: "Sunrise")

The Lukari then sought to explore space. Ambassador S'taass of the Klingon Empire delivered a Gorn Type VII commercial laboratory starship to the Lukari. (STO - Agents of Yesterday short story: "Conquests")
Command of the vessel, named LSS Concordium, was given to Kuumaarke. Working with the Khitomer Alliance, an Alliance vessel rendezvoused with the Concordium at Lukari Prime. The Concordium and its escort surveyed a nearby, unexplored system, 40 Draconis. Kuumaarke was delighted to discover Cnidarians and dismayed to see 20 Draconis III, a former class M planet home to a pre-warp civilization, devastated by protomatter weaponry. The team also discovered Deep Space Station K-13, a Starfleet space station stranded at Draconis III since 1571. (STO - New Frontiers mission: "Echoes of Light")
The Reskava[]
Soon after, the Lukari launched a starship of their own making, the Ho'kuun-class science vessel LSS Reskava. Accompanied by Klingon Defense Force General Rodek, son of Noggra and the IKS Kor, Captain Kuumaarke embarked to investigate the abuse of protomatter. They learned protomatter bombs were used by the Tzenkethi Coalition on their crusade. The Tzenkethi had scoured worlds of the uninhabited Huranzi system. Data collected by the Reskava allowed Captain Kuumaarke to identify one of the worlds as Kentar, the ancestral homeworld of the Kentari and Lukari civilizations. Kuumaarke started the Lukari Restoration Initiative, a task force that sought to use protomatter to restore the worlds ravaged by the Tzenkethi. In her log, the chronicle, Kuumaarke explained how the Reskava and K-13 could restore Draconis III. (STO - Reckoning mission: "A Message from the Lukari I")
The Reskava returned to the Povini to assist them in restoring their world. Kuumaarke was dismayed at the squabbles among the Povini survivors regarding the restoration. (STO - Reckoning mission: "A Message from the Lukari II")
Soon after, the Reskava set out to restore the moon Khufano in the Jod'Cor system. (STO - Reckoning mission: "A Message from the Lukari III")
Kuumaarke was disappointed that the Concordium had decided against restoring the planet Kentar to class-M conditions, due to the historical trauma of the Lukari exodus. (STO - Reckoning mission: "A Message from the Lukari IV")
However, Kuumaarke was allowed to restore Kaalat, a moon of Kentar. Kuumaarke found that the original Kaalat rivalled Risa in terms of being a paradise. (STO - Reckoning mission: "A Message from the Lukari V")
During a missions to he Gon'cra Nebula, Kuumaarke established first contact with the Kentari Union. Initially hostile to the Lukari and the Alliance, the Prime Minister of the Kentari Union accepted the allies' support in repelling a Tzenkethi attack, quelling an attempted coup d'état by the Kentari military, and restoring New Kentar Moon following a Tzenkethi protomatter attack. Kuumaarke took the Reskava, accompanied by Captain Geordi La Forge and the USS Challenger to Dranuur to inspect the joint Lukari-Kentari Dranuur Colony. The Alliance intercepted a Tzenkethi attack and joined forces with Captain Neth Parr of the CSS Steadfast to fight the Drantzuli when they hatched from crystal-like eggs. When a satellite defense network was set up at Dranuur, Kuumaarke oversaw its performance in battle test scenarios. (STO - Reckoning mission: "Dranuur Gauntlet")
The Alliance went on the offensive to stop the Tzenkethi, led by Admiral Aarn Tzen-Tarrak, from devastating more worlds. The effort came to a head when Tzen-Tarrak's Tzenkethi battle station arrived at Bajor and engaged Deep Space 9 in battle. (STO - New Frontiers mission: "Scylla and Charybdis")
