Biography[]
Kyll took office in 2385 upon his successor Bera chim Gleer becoming the Federation Security Advisor under the Kellessar zh'Tarash administration. (PRM novel: Fire with Fire; TNG novel: Collateral Damage)
On 4 November 2385, Fleet Admiral Leonard James Akaar met with the Federation Council to report on the destruction of Starbase 91 sharing that due their modus operandi the attack could not have been carried out by their adversary the Typhon Pact. Councillor Kyll speculated the attack could have come from the emerging Renao terrorist group the Purifying Flame if not from the Typhon Pact. Later on 11 November, the council met again with Ambassador K'mtok presiding following the attacks by the Purifying Flame on the Tika IV-b mining colony, and the destruction of nine patrol ships and a space station orbiting Cestus III. Kyll was concerned that the destruction of the patrol ships in the vicinity left the Federation’s outer flank exposed to the Gorn. (PRM novel: Fire with Fire)
On 23 November, Kyll questioned the need to prepare the Renao administration on Bharatrum for the arrival of the USS Prometheus and IKS Bortas since Onferin, the Renao homeworld, had given permission for both ships to travel unrestrictedly throughout the Lembatta Cluster. Admiral Akaar reminded the councillor that the Renao were not accustomed to strangers and the Federation would rather appear more as a partner than an oppressor. (PRM novel: The Root of All Rage)
