Larc Milvin was a 23rd century Andorian man (chan or thaan), a noted Starfleet physicist.
Biography[]
While stationed at Starbase 6 in 2268, Doctor Milvin was asked to study the Romulan cloaking device taken from the ChR Memenda by the crew of the Federation starship USS Enterprise. The cloaking device had been damaged during capture and no longer functioned, but he saw that it could be used as a baseline to reverse engineer and reconstruct it. Security fears around the device spurred Starfleet to establish Operation Shadowfall and assign Milvin as its project coordinator.
Milvin and his team were relocated to a top-secret installation, eventually expanding to include 50 scientists. By 2270, reference stardate 2/1202, they'd developed and tested small models on a planet's surface, learning that exposure brought on severe headaches and that they couldn't maintain the cloak for lengthy periods. A month later, they built a full-scale working prototype.
The Wizard-class USS Sparrowhawk was assigned to test the prototype. Shortly after reference stardate 2/1208.31, Milvin joined the ship's crew to conduct a cloaked warp trial. Shortly after dropping out of warp and decloaking near DO-2, the space station laboratory in the Delta Omega system, the ship's antimatter integrity destabilized. Warp engines failed to eject and the ship's warp core breached. Milvin and 12 others were killed by the explosion. (FASA RPG module: Operation Shadowfall)
