Lari Beltane was a female Elaysian native of the planet Gemworld, and the representative from that world to the Federation Council in the 24th century. During the campaign for President of the United Federation of Planets in 2379, the Nanietta Bacco campaign team promised Beltane a seat on the Federation Interplanetary Commerce Council in return for her support. Following Bacco's election, she was nominated for the seat, and approved by the full Council by a vote of 87-67.
Beltane initially sided with Councillor Bera chim Gleer of Tellar in opposing the nomination of Krim Aldos of Bajor to the Federation Security Council. However, after hearing Krim address the council, she declined to block his consideration for the seat. (ST novel: Articles of the Federation)
