Lasca was a member of the Starfleet Corps of Engineers (also known as Starfleet Engineering Corps) in the 24th century. In 2376, he was working on an experimental runabout, the USS Yellowstone with a Guidon associate, when a power build-up in the ship's warp reactor threatened to destroy not only the Yellowstone, but also the building it was in. Only the quick actions of Montgomery Scott, aided by Geordi La Forge, prevented the disaster from taking place. (SCE eBook: The Future Begins)
