Latanum was a Rigellian Chelon serving in Starfleet in the late 24th century.
In October, 2385, Latanum was serving as the first officer aboard the USS Tonawanda. Latanum's commanding officer, Captain S'hirethal Verauk, was ordered by then President Pro-Tempore Ishan Anjar (Baras Rodirya) to head to the planet Jevalan in the Doltiri system to apprehend the Cardassian physician Ilona Daret and anyone accompanying him, neglecting to inform Latanum until arriving at the planet. Due to a brief exchange of fire with the USS Enterprise-E Latanum relieved Captain Verauk of duty and took command of the USS Tonawanda.(ST - The Fall novel: Peaceable Kingdoms)
