The Lawgivers.

The Lawgivers were the instruments of Landru used to subjugate the population of Beta III.

History and specifics[]

They communicated mentally with Landru, and used sticks as receptors for Landru's broadcast power. (TOS episode, novelization & comic adaptation: The Return of the Archons; DS9 novel: Cardassian Imps)

Most of the Lawgivers were Betans who were completely mentally controlled by Landru. (TOS episode: "The Return of the Archons")

Some of the Lawgivers were robotic. (TOS comic adaptation: "A Hora Rubra")
